    Ventilation Holes and Fire Department Roof Damage

    The morning after a house fire, the thing most owners fixate on is the hole. It is square, it is large, it is in the middle of an otherwise recognisable roof, and it looks like something went badly wrong. It is, in almost every case, the opposite: a hole cut deliberately, by trained people, with a saw, for a reason, and usually the reason the rest of the house is still standing.

    This article explains what those openings are, how to tell them apart from fire damage and from the separate destruction that happens during overhaul, and what has to happen to an opened deck before anyone talks about permanent repair. It is written for the owner and the contractor looking at the roof afterwards — not as instruction in fireground tactics, which is a trained discipline and not something to be learned from a web page.

    This is a description, not a clearance

    A roof that has been cut is a roof with an unsupported edge, a compromised deck and, frequently, fire damage to the framing underneath it. Whether anyone may enter the building or climb onto the roof is a decision for the fire department while the scene is theirs and for a licensed structural engineer afterwards. Nothing here authorises anybody to walk on a fire-damaged roof, and the fact that a hole has a neat edge tells you nothing about what is holding up the deck beside it.

    Why a fire crew cuts a roof

    A fire in an enclosed building fills the upper part of the space with hot, unburned, fuel-rich gas. That layer is what makes an interior attack dangerous and what carries the fire horizontally into rooms that are not burning. Opening the roof directly above the fire gives that layer somewhere to go: it rises out, the temperature at floor level drops, visibility improves, and crews inside can advance to the seat of the fire and put water on it rather than fighting through the heat that the fire is generating.

    This is called vertical ventilation, and it is one of the oldest tactics in the fire service. It is also one of the most actively studied — a substantial body of full-scale research over the last decade, much of it from UL’s Fire Safety Research Institute, has changed how departments think about the timing of ventilation relative to the attack line, because introducing air to a ventilation-limited fire before water is ready can grow it. The practical upshot for a property owner is that the decision to cut a roof, and where and when, is made by an incident commander applying trained judgement under time pressure, and it is a judgement about the whole building rather than about the roof.

    There is a second reason crews open a roof or a ceiling that has nothing to do with venting: finding fire. Fire travels in concealed spaces — between joists, up a wall cavity, through a soffit into an attic — and the only reliable way to confirm it is not extending is to open the space and look. That is why openings appear in places the fire never reached.

    What each kind of opening is

    Inspection or kerf cutA short saw cut, sometimes only a few inches, made to look and smell for fire below and to read the structure — which way the rafters run, how deep they are, whether the deck is plank or panel. Small, and often the first thing done after a crew reaches the roof.
    Louver cutA rectangle cut between rafters with one side left attached so the panel of decking hinges rather than dropping into the building. It is rotated open like a louvre — hence the name — which is faster and needs fewer people than lifting the piece clear. Recognisable afterwards by a slab of sheathing still hanging at the edge of the hole.
    Vent holeA larger opening, typically rectangular and laid out between rafters so no structural member has to be cut, sited over the fire. Where a ceiling exists below it, the ceiling has to be pushed through as well for the opening to do anything, which is why there is often a matching hole in the ceiling drywall.
    Trench cutA long, narrow strip cut across the full width of a roof, well ahead of the fire, to stop it spreading down the length of a building. It is a defensive tactic used mostly on flat commercial and multi-family roofs, it takes a lot of staffing, and it explicitly writes off the part of the building beyond the trench. Seeing one means the incident commander concluded the alternative was losing the whole structure.
    Existing openings taken outSkylights, roof hatches, powered fans, turbines, ridge and gable vents are all faster to remove than a hole is to cut. Missing rooftop appurtenances are frequently tactical rather than fire-caused, and they still have to be scoped, flashed and replaced like anything else.
    Sounding marksNot an opening. Before and while working on a roof, crews strike it with a tool to judge whether the structure underneath is sound. The result is scuffing and impact marks across the covering, which on an otherwise unburned slope can be the only visible trace that anyone was up there.

    Overhaul is a separate category, and the distinction matters

    Once the fire is knocked down, crews go through the building opening ceilings, walls and soffits to find and extinguish hidden fire. That is overhaul, it is standard practice, and it produces a great deal of destruction that is not ventilation and not fire damage. Thermal imaging has reduced how much of it is needed, but it has not removed the need to physically open a space to be certain a smouldering cavity is out — a building released as extinguished and then rekindling is a far worse outcome than a ceiling that has to be replaced.

    For the roof specifically, overhaul shows up as ceilings pulled from below, insulation dragged down out of the joist bays, soffits opened, and sometimes decking cut from the inside. The relevance to a roofing scope is that an attic which has been overhauled has had its insulation disturbed and redistributed, and that insulation is a smoke reservoir before anybody touches it — the subject of smoke odor in decking and attic insulation.

    Reading the roof afterwards

    Separating the three categories — burned, cut, and pulled — is the first job of anyone scoping the roof, because they are different in cause, different in extent and different in what they imply about the rest of the assembly.

    • A saw cut is straight and clean. Its edges are square, the kerf is uniform, and the sheathing at the edge is sound material. Fire burn-through is irregular, tapers, and leaves charred edges that crumble.
    • Openings are laid out between structural members. Crews cut in the bay, not through the rafter. An opening with a cleanly severed rafter in the middle of it usually happened for a specific reason that will be in the incident record.
    • Tactical damage can be nowhere near the fire. Inspection holes, opened soffits and pulled ceilings follow the search for extension, which follows the building’s cavities. It is normal for them to appear over rooms that never burned.
    • The department has a written record. The responding department’s own incident report and, where there was one, its investigation narrative are the authoritative account of what crews did. U.S. departments also report incidents into a national system, which moved from NFIRS to its successor NERIS when the U.S. Fire Administration retired NFIRS at the end of January 2026. Availability and process for getting a copy vary by department and by state, but the request is a routine one.
    • Photograph before anything is covered. The first tarp changes the evidence.     Educational, not advice about your claim

    We are not telling you whether damage caused by the fire department is covered by your policy. That depends on the wording you bought, the endorsements on it, the law of your state and the facts of the loss, and it is not a question a roofing contractor is permitted to answer — giving that opinion, or negotiating on it for compensation, is public adjusting, which requires a state licence and is a criminal offence to do without one in a number of states. The people licensed to advise on a specific claim are a public adjuster or an attorney.     Temporary protection over an opened deck

    An opened roof is not a roof with a hole in it that can be covered the way storm damage is covered. Two things make it different: there is frequently nothing sound to fasten to at the edge of the opening, and the building underneath is already full of water.

    The opening has to be bridged, not just covered

    A tarp stretched over a hole with no support sags, ponds and tears at the first weather. Standard practice is to bridge the opening with framing and sheathing so the covering has something continuous to sit on, and to land the fastening on sound material well outside the charred zone. Where the deck around the opening is itself compromised, the temporary structure has to be designed to span to something that is not — which is one of several points at which the engineer’s assessment stops being optional.

    Fastening, and what the covering is

    Tarps on a steep slope are normally secured with battens over the tarp edge rather than fasteners driven through the field, so the fabric is clamped rather than perforated. On low-slope roofs the approach is weighting and sealed laps instead. Reinforced shrink wrap is common on larger losses because it produces a tight, tailored envelope that survives wind far better than sheet tarps — with the caveat that it is heat-applied, which is a process to keep well away from an untrained crew on a fire-damaged building.

    Drying is a separate requirement from covering

    Suppression water is in the insulation, the deck and the ceiling assembly. Sealing all of that under an impermeable cover with no plan for drying produces exactly the conditions mould needs, in a space that is still warm. Drying an attic is restoration work with its own equipment and its own monitoring, and it should be running in parallel with the temporary cover, not after it.

    Temporary means weeks, not months

    Emergency covering has a short service life. Wind is what usually ends it, and a tarp that lets go in a February storm produces a second loss on top of the first. Property policies generally include a condition requiring the insured to take reasonable steps to protect the property from further damage — what that means in your policy and what it pays is a coverage question for the licensed people above, but as a matter of building physics, an emergency cover needs to be inspected after every weather event and re-secured or replaced when it degrades.

    Where the general rule breaks down

    There is no vent hole at all

    Many departments will not put crews on the roof of a house framed with lightweight trusses or engineered lumber, because those assemblies can fail early under fire. A house can therefore burn hard and have an untouched roof surface, with the damage entirely underneath. The absence of a cut says something about the tactics chosen, not about the severity of the fire — and the structural assessment underneath is the same either way.     Solar arrays

    A photovoltaic array is an energised surface that firefighting does not switch off, and it covers the deck. Departments generally will not cut through one, which changes the tactics available and can mean a fire is fought entirely from other openings. It also means the deck under the array is unexamined until the modules and racking come off, which is the array installer’s or a qualified electrician’s work rather than the roofer’s.

    The cut is in the wrong place

    Ventilation is sited from incomplete information about a fire nobody can see. Sometimes the opening ends up away from the seat of the fire and a second one has to be made. That is the nature of decisions taken in minutes with partial information, and it is not evidence of negligence; the standard applied to emergency response is not whether a better choice existed in hindsight. If somebody genuinely believes a response caused avoidable harm, that is a legal question with its own procedures and its own notice deadlines, and it belongs with an attorney, not a contractor.

    Tile, slate and metal roofs

    Brittle and heavy coverings are slow and dangerous to cut, so departments may use other tactics entirely, or may open a large area of tile to reach the deck. The collateral damage pattern is different: broken tile across a wide area from access and staging rather than one neat rectangle, and on tile that damage is easy to underestimate because cracks do not read from the ground.

    Multi-family and attached construction

    In a building with a common attic or a shared roof deck, ventilation and trench cuts are sited to protect units that are not on fire, which means opened roof over people whose homes never burned. The scoping, the temporary protection and the ownership of the repair all get more complicated when the roof is a common element under an association’s control.

    The opening is the smallest problem

    A ventilation hole is a bounded, well-defined repair in sound material. The genuinely expensive questions on a fire roof are the ones nobody can see from a photograph: how much section the framing lost, how far the heat-affected zone extends past the char, and what the smoke residue in the deck and insulation is going to require.     Frequently asked

    Did the fire department have to cut the roof?

    That was an operational decision made by an incident commander with information nobody else had, under time pressure, about a fire that had not yet been controlled. Vertical ventilation is standard, trained practice with a long history and an active research base behind it. The alternative to opening a roof is generally a longer, hotter fire and more damage, not less.

    Can the ventilation hole just be patched?

    Sometimes, and it is the right question to ask. The opening itself is clean, bounded work. What decides it is the condition of the material around and below the opening, whether the covering elsewhere on that slope was heat-affected, and whether a patch produces an assembly that performs and looks like one roof.     Should the tarp go on before the adjuster sees it?

    Protecting the property from further damage and documenting its condition are not in conflict — the answer is to photograph thoroughly and then cover. Waiting for an inspection while rain goes through an open roof helps nobody. What the emergency work costs and how it is settled is a coverage question; keep the invoices and the photographs, and ask the licensed people.

    The roof is open and the house smells. Is that going to go away once it is closed up?

    Closing the roof stops more water coming in. It does not remove what is already deposited in the deck, the framing and the insulation, and in a vented attic the odour source is often above the ceiling rather than in the rooms.
