    North Carolina Roofing Estimate Justification Manual 1. NC Building Code Compliance All roofing work in North Carolina must comply with the NC State Building Code (2018 Residential Code with Amendments). Per Section R113.1, it is unlawful to execute or estimate work contrary to code. Insurance estimates must include all code-required items regardless of prior construction. Source: NC State Building Code: https://www.ncosfm.gov/building-codes 2. Decking Replacement Standards Per R905.2.1, asphalt shingles must be applied to solid sheathing. APA and Owens Corning specify maximum deflection of 1/180 span. Unsupported, rotted, or spaced decking must be replaced. APA nailing patterns: 6 O.C. edges, 12 in field. Valley Protection (ASTM D1970) Closed valley systems require Ice & Water barrier compliant with ASTM D1970. Required in all regions to prevent water intrusion. Ice & Water Barrier by Zone For areas of NC where average January temps fall below 25F (mountains and foothills), an eave barrier is required extending 24 inside the warm wall line. Underlayment Requirements Per R905.1.1 and R905.2.7, all shingles must have underlayment. Slopes from 2:12 to 4:12 require two layers. Slopes below 2:12 require membrane roof systems. Starter Strip Requirement Starter strips are not optional. Manufacturer specs (Owens Corning, GAF) require proprietary starter course at eaves and rakes for wind warranty. Flashing Requirements Per R903.2.1, all transitions must be flashed: sidewalls, step flashing, headwalls, kickout flashings. Flashing must be replaced if rusted, damaged, or improperly installed. Chimney Cricket & Saddle Code requires crickets behind chimneys wider than 30. This prevents ponding and directs water away. Required per R1003.20. Fall protection, safety monitors, ladders, and sanitation must be included. Violations can result in citations or injuries. Supplements must include associated labor or O&P. Nail Type & Fastening Code R905.2.5 mandates nails to be corrosion-resistant, minimum 12-gauge shank, and 3/8 head, penetrating the roof sheathing by at least 3/4. Ridge Cap Justification Ridge caps differ in labor and material from field shingles and should be estimated as separate line items. Xactimate recognizes cost/labor differentials due to shingle modification, fastening, and layout. Steep & High Roof Charges Xactimate recognizes steep (>7/12) and high (>2 stories) roofs as requiring additional labor and safety precautions. Shingle Waste Calculation Waste percentages vary depending on layout (racking, diagonal), structure complexity (valleys, hips, dormers), and packaging. No Reuse of Flashing Flashing may have pre-existing holes, corrosion, or be non-compliant with new system components. Counterflashing/Reglet Standards Chimneys and masonry require counterflashing or reglet flashings cut into the mortar joint. Surface mounting is non-compliant. Pipe Boot & Vent Caps Roof penetrations must be flashed with boots of correct size and UV resistance. Rubber collars fail after 810 years. Permit & Inspection Fees Most NC counties require permits for roofing work. Labor Trade Classification Demolition labor (DMO) is often applied incorrectly to roofing tear-offs. Roof labor requires higher insurance and pay scale.
