    What this document argues

    The fifth edition of the IICRC's water damage restoration standard as it stood for public review between 10 January and 24 February 2020 — a working draft circulated for comment, not the published standard. It restructures the document into a scope section, definitions, and sixteen numbered sections running from principles of restoration and building science through psychrometry, safety, documentation, inspections and pre-restoration evaluation, structural, HVAC and contents restoration, catastrophic projects, and a closing section on materials and assemblies. Its front matter defines "shall," "should" and "recommend," and states what the consensus body means by "standard of care."

    Why a contractor cares. That shall/should/recommend hierarchy is the mechanism that turns the document into obligations. Which tier a procedure sits in tells you what you have to be able to defend having done.

    Why a public adjuster cares. Carriers argue standard of care from the S500. This draft shows the language mid-negotiation — useful for understanding the published edition, but a review draft and never a citation.
